He felt sorry because she suffered a loss. He is trying to empathize with her. The reason why => use 2) for.

For = used as a function word to indicate the object or recipient of a perception, desire, or activity

Note that I am sorry for your loss is something that is a general statement and is used to express condolences when someone dies.
