He picked up the telephone and dialed the police number.


1). The telephone was being picked up and the police number dialed by him.
2). The telephone was picked up and the police number was dialed by him.
3). The telephone had been picked up and the police number dialed by him.
4). The telephone has been picked up and the police number dialed by him.

The given sentence is in active voice and is in past indefinite tense. Hence in passive form, ‘picked up’ will be converted to ‘was picked up’ and similarly ‘dialed’ changes to ‘was dialed’. Thus option 2 is the correct answer.
