The given part of the sentence states clearly that the succeeding part of the sentence should mention situation opposed to what is stated. Thus part R comes first followed by part Q which states another region included in the same phenomenon being experienced by the main zone of concentration. And hence part P comes in next. Thus the correct order is RQP making option 3 the correct answer.
