The phrase 'called out' means 'to draw something forth' or 'an instance of being summoned to deal with an emergency or do repairs'. An inquiry committee can be summoned but not an 'inquiry' itself. Therefore, this sentence needs correction.

The sentence suggests that 'the government has demanded an independent inquiry into the scandal'.

'Called for' means 'publicly ask for or demand'. It perfectly fits the sentence and therefore can be used.

'Called in' means 'to summon' or 'send for', which the same as 'call out'. Therefore, it cannot be used.

'Called on' means 'to pay a visit to someone'. This does not fit the context of the sentence and therefore cannot be used.

Thus, the correct answer is option 2, i.e., Only A.
