The pattern followed is that both the numbers are added and result is divided by 2

9 # 3 = 6

→ (9 + 3) ÷ 2 = 6

15 # 3 = 9

→ (15 + 3) ÷ 2 = 9

60 # 4 = 32

→ (60 + 4) ÷ 2 = 32

Similarly;

27 # 3 = ?

→ (27 + 3) ÷ 2 = 15

Hence, the correct answer is 15.
