Let's find out the meaning of the following words:- 

callous - showing or having an insensitive and cruel disregard for others.

perplexed - completely baffled; very puzzled.

flummoxed - bewildered or perplexed; puzzled. 

caring - displaying kindness and concern for others.

The given passage is based on the BJP government is trying to claim that electrification of states by providing 10% of electricity to each village than actually providing electricity to each household. Then, the passage focuses on what steps should be taken in order to achieve this target. Hence, clearly, the BJP government is not puzzled or showing cruelty in the passage. Hence, options 1, 3, 4 and 5 are eliminated. Hence, option 2 is the correct answer.
