The sentence uses the noun form 'accordance', which means 'relating to or in a manner relating with' something. The preposition 'to' used here, however, is incorrect.

The correct preposition to be used here becomes 'with', wherein 'in accordance with' something means 'in agreement with' something. So, B is correct, A is incorrect.

C uses the progressive form 'according to', which also reflects the same meaning, viz, 'in relation to' or 'as per' something. So, C is correct.

Both B and C are correct and improve the sentence.

Therefore, the correct answer is option 4.
