Option 1 does not grammatically fit here and is eliminated.

The blank here should justify why the UN is called a 'family' thus option 3 is more appropriate than option 2. The sentence mentions that people should feel secure thus option 3 fits here correctly. Option 4 is incorrect as economic development has nothing to do with an organization called a family.
