Correct option - 2

Whenever word 'same' is mentioned in the sentence. Don't take any relative pronoun except that. So, replace which with that in 2nd part. So, option 2 is the correct answer.

Correct sentence - This is the same pair of shoes that I had seen at this shop last year.
