There is no error in the sentence.

Hence, the answer is option 4.

The sentence simply states that the examinations begin from 13th August and the word ‘from’ is appropriate here because we use the preposition ‘from’ to describe the start of something at some point of time. Here the time is a date, namely 13th August.

Part C of the sentence states that the previously mentioned date happens to be a Monday. The phrase ‘happens to be’ is used whenever one wishes to express a coincidence of some sort. Here the coincidence is that the date falls on a Monday.

Thus, the sentence is correct and there are no errors.
