The error lies in the second part of the sentence. Thus, option 2 is the correct answer.

When we use the word 'about', we use it to talk or change something about a person or a thing.

Example -  The minister wants to talk about the reforms that took place in this year. 

However, the usage of 'about' in the sentence is incorrect because whenever we use the word 'habit', we are talking about something that we've been doing since a long period, and it is our regular activity. Thus, the error lies in the 2 part.

Correct Sentence - The middle-class families have a habit of saving and spending only when needed.
