Voucher:

It is a written document with details which kept in record as a proof of payment.

For the process of payment, the bill is to be prepared and has to be submitted to the authority.

The bill will then duly be checked and acknowledged by the payee and then only payment will be done. 

After the payment is made the bill becomes voucher document which is kept as record.
