The correct answer is option 1.

The phrase ‘tended to’ means administering care and attention towards something. Options 2 and 3 use either incorrect prepositions or words which are grammatical misfits. The phrase ‘tended to’ $must be used in that particular format and since the dog is licking her wounds and administering care, the correct option must be option 1. Thus the sentence becomes – ‘The dog tended to $her wounds by licking them’.
