The sentence uses the adverb/conjunction 'once' which means at a time or on one occasion. Given the context of the sentence, this is incorrect.

The sentence uses the noun 'means', which means resources or ways. As suggested by the context, it is not the third person singular simple present tense form 'means', derived from the verb 'to mean'. So, 'meaning', the noun form of the verb 'to mean', here would be incorrect.

Since the sentence talks about resources, the correct word here must be the possessive determiner 'one's', meaning 'belonging to one' and not the adverb 'once'.

So, only B is correct and improves the sentence.

Therefore, the correct answer is option 2.
