D is the first statement as mentioned in the question. B follows D as it talks about the infrastructure activities. A is the third statement as it talks about anticipated China’s purpose of doing these projects. F is the fourth statement as mentioned.  C follows F as the ‘his’ in C refers to ‘Yameen.’ Both the sentences talk about terrorism in the region.
