The sentence mentions that the person wanted to make an impact on other people. To write off someone means you decide that they are unimportant or useless and that they are not worth serious attention. Hence it can be replaced by ‘overlook’ which means ‘fail to notice’.

The meanings of the other words are:

Direct=> address or give instructions for the delivery of something

Acknowledge=> accept or admit the existence or truth of

Frame=> formulate a concept, plan, or system

Invent=> create or design something that has not existed before

Hence the correct answer is option 1.
