Innocent- not guilty. And people who aren't guilty must not be punished. Hence, no correction is required in the given sentence and Option 5) is the correct answer.

Note: The sentence is in the present tense (It is not Clay's fault). The usage of could not will sound in past tense and therefore, its usage isn't appropriate.

Also, the modal verb 'ought to' does not take the 'to' if used in the negative. So 'ought not' is correct.
