The context suggests that the first blank should contain a noun that means 'agreement', as the next sentence uses the opposite noun 'objection', with the contrasting adverb 'however'.

Only 'accord' or 'consensus' can fit the first blank to make the sentence meaningful.

Demur means dissent.

The second blank should contain a verb that means 'related to'.

This is only given by 'pertains to'.

Note that, with the verb 'concerns', there would be no need to use the preposition 'to'.

Therefore, the correct answer is option   4.
