The correct answer is option 2, i.e. Both A and B. ‘Shall been’ is grammatically incorrect and must be corrected. The given statement looks like a suggestion by RBI. Hence, both A and B are correct.

Hence, the sentence can be correctly written as-

The RBI has said that any entity regulated by it like banks shall be barred from providing services to any individual or business dealing in Bitcoin and other cryptocurrencies.
