Let the old Radius be ‘r’ then the new Radius will be ‘4r’.

New circumference = 2 × π × (4r) = 8πr

Square of the new circumference = 64π2r2

New area = π × (4r)2 = 16πr2

∴  Ratio of the square of new circumference to the new area = (64π2r2)/16πr2 = 4π ? 1
