Correct option - 2

There are certain conjunctions which are always used in fixed pairs, for e.g. :- either....or, neither.....nor, so...that, not only......but also, etc. Hence, replace else with or. So, option 2 is the correct answer.

Correct sentence - You must have either informed me or could have called the police.
