It is clear that attempts in India can only be followed by Q since the other two (India honesty and India medicine) don't make any grammatical or contextual sense. Rule out 2) and 4). It is a grammatical rule that you can't end a sentence with a proposition. And since by is one => R can't be third. Rule out 1).

Option 3) QRP is the correct answer.

Attempts in India by the government to validate traditional medicine are driven less by honesty and more by blind faith.
