Correct option - 3

We use the gerund form of the verb 'be', i.e. 'being' in order to show that the action that is still going on. Since 'is becoming' is used further in the sentence. Thus, it is better to use a similar type of tense throughout the sentence. So, replace be with being in A part. 

Now, it is always 'key to success'. Hence, replace of with to in C part. 

It means option 3 i.e. both A & D is the most appropriate answer. 

Correct sentence - With information being the driver of value and wealth creation, information technology is becoming the key to success in a growing number of industries.
