?The sentence talks about the adjective 'high'. The coparative and superlative degrees of which are 'higher' and 'highest' respectively.

The sentence also refers to one particular hill, which is the highest of them all. Whenever there is a specific and unique thing mentioned in a sentence, we use the article 'the' before the adjective. 'The highest' is the only option that can make a meaningful sentence. Therefore, the correct answer is option 3.
