P.  Union Environment Minister Harsh Vardhan said due to concerted efforts by the government, the Air Quality Index of Delhi has improved during the last three years

The passage is about improvement in Delhi's air quality. So sentence Q should be the opening sentence. It is because had there been no record of the air quality, we wouldn't be discussing this matter in the first place. The next sentence is S, as it shows the importance of the matter at hand. This shows that it is only the third time in a year that Delhi's air quality has been found to be good. The third sentence is T as it is giving us the exact figures related to the air quality. The fourth sentence is P giving us the remarks given by the Union Environment Minister and lastly, the fifth sentence is R. 

Thus, the correct chronological order is QSTPR.
