Let's find out the meaning of following words :- 

Propound - put forward an idea or theory for consideration or advice by others.

Affluent - A group or area having a great deal of money; wealthy.

Expunged - To obliterate or remove completely (something unwanted or unpleasant).

Critical - expressing or involving an analysis of the merits and faults of a work.

Now, the Reserve Bank of India must be analysing if banks provide home loan with lower interest rates. Because lower interest rates means more buyers of loan, hence this leads to more demand. So, RBI has to analyse in such case.

So, option 4 i.e. critical is an appropriate answer.
