The word here should go with the preposition 'upon' thus 'embarked' which means 'undertook' fits here correctly. It conveys the meaning that the government started an activity when the duties could not be cut further. Thus option 1 is the correct answer. The other words do not fit here.

Commuted=> travel some distance between one's home and place of work on a regular basis.$
