The context suggests that the first blank should contain a verb that means 'controlled'.

Only 'tempered' (to counterbalance) and 'curbed' (to control) can fit the first blank to make the sentence meaningful.

The second blank should contain a verb that means 'arising' from.

This is only given by 'emanating'.

Therefore, the correct answer is option 5.
