Correct option - 4

Let's find the meaning of following words :- 

insurrection - a violent uprising against an authority or government.

conjectures - guess; speculation; notion.

convene - come or bring together for a meeting or activity; assemble.

get its act together - excite oneself into organising one's affairs effectively.$

Clearly, A and B are not relevant with the context. Hence, options 1, 2 & 3 are eliminated. Now, it is illogical for government to work depending upon its excitement, since it has to think wisely before doing anything. Hence, option 5 is eliminated. Thus, option 4 i.e. only C is the correct answer.
