Obstinate - Stubbornly refusing to change one's opinion or chosen course of action, despite attempts to influence one to do so.

Cult - Sect; religious group.

Consensus - A general agreement.

Hoochie - A young woman who has many casual sexual partners or who dresses or behaves in a sexually provocative way.

Here, word 'obstinate' is the best substitute of the given phrase. 

Thus, option 1 i.e. obstinate is the correct answer.
