Correct option - 1

The starter ends with word 'human' and 'people' means the same, hence it cannot continue with B. Thus, option 4 is eliminated. Also, infinitive verbs are followed by a verb not a noun. Hence, the sequence will not continue with C also. Hence, option 1 i.e. ABC is the correct sequence.
