Permeable means allowing something to pass through. To mitigate is to stop or arrest something. To mesmerize is to completely get the attention of someone.

Out of the given options, only 'minetiae' is spelt incorrectly. Its correct spelling should be 'minutiae', which means the minute, small details of something.

e.g. He was fed up of listening to the minutiae of her life every day.

Therefore, the correct answer is option 3.
