The correct answer is 4. The meaning of the above mentioned idiom is to ‘something that is extremely expensive’. Thus option 4, that is, ‘an expensive thing’ is the correct answer.

For example – It cost him an arm and a leg to obtain that beautiful painting that now hangs proudly on his wall.
