For class B The first 16 bits are reserved for networks

255.255.0.0

so no hoste are 2^16-2

among the in the problem it given that 248 as mask for third octent so 2^5 (11111000-248) among these 2 are not used( one for host network and one is special address which was not allocated for any net work( in this case 255.255.248.0 and another one for subnetwork)

Hence answer is 2^5-2=30
