implies $4x^2 - 6x + 2x - 3 = 0$
(2x + 1) (2x-3) = 0
So, x = -1/2 or 3/2
II. $4y^2 + 12y +5 =0$
implies $4y^2 + 10y + 2y +5 =0$
(2y + 1) ( 2y + 5) = 0
y = -1/2 or -5/2
So,$ x \geq y$
