The error lies due to wrong verb being used here.

have’ must be replaced with ‘has’. Since there is a single ‘subject of debate’, therefore singular form of verb must be used.

Correct sentence- ‘Whether the Congress erred in privileging members of the old guard to lead the governments in Rajasthan, Madhya Pradesh, and Chhattisgarh has become a subject of debate.
