The sentence cannot be in present tense as it is not a habitual actual of the President to stun everyone with his speech. So simple past tense is a appropriate here. To form Simple past tense we use ‘ Second  form of verb (V2)’. Hence, the answer is ‘President stunned everyone’ and option 1 is correct.
