Mr. Macron, who has fashioned himself as a champion of the green cause, can realise the mission to combat global warming only by rallying his people. The sentence implies that the public anger has intensified and has grown into a broad-based opposition.

‘dwindled’ means ‘diminished gradually in size, amount, or strength’. Thus, it is incorrect.

escalated’ means ‘increased rapidly’. It is thus the most suitable word here. Though ‘accumulated’ has similar meaning, but ‘escalated’ is a better option.

‘slumped’ and ‘retrenched’ mean opposite, thus can’t be used.
