The error lies in sentence A as the preposition 'up' after the verb 'worked' is incorrect and should be eliminated. 'Worked up' means 'be extremely worried about something.' It should read as:'From the beginning of his reign, Putin has worked  to control Russia’s single most strategic asset: oil.'

Option 1 is thus the correct answer.
