Firstly, the sentence is in future tense because 'will' is given. Thus, we cannot take past form of the verb that is 'focused'. Because future-past tense is not the correct format. Thus, options 3 & 4 are eliminated. 

Looking at option 5, 'not' is used at the third place in a clause. It means 'India will not be' is the correct phrase. So, option 5 is eliminated.

Whenever we want to show any purpose in a sentence. Always use the infinitive verb instead of gerund verb. Thus, 'for sustaining' in option 1 is not appropriate according to the context. Thus, option 2 is the most appropriate answer.
