The correct answer is 2. The meaning of the above mentioned idiom is that ‘people’s intentions can be judged better by what they do than by what they say’. Thus option 2, that is, ‘one’s actions are more important than one’s words’ is the correct answer.

For example – The king’s actions spoke louder than his words as he rid the country of corruption immediately after ascending the throne.
