Correct option - 3

Here, concept of noun is brought under consideration. Since, pain is a noun and and is a conjunction. A conjunction is used to join two similar characteristics; two nouns, two verbs, two adjectives, etc. But, suffered is a verb. Thus, in order to make it a noun, replace suffered with suffering. Hence, option 3 is the correct answer.

Correct sentence - His actions had inflicted pain and suffering on thousands of people.
