The error here is in Part A of the sentence. Who's must be replaced by 'whose.' Whose is used to mean 'of whom or which (used to indicate that the following noun belongs to or is associated with the person or thing mentioned in the previous clause).' So option 3 is correct. 

Correct Sentence: 

Among the 7-8 voters whose photos were found tampered with was Narad Rai, former minister in the Samajwadi Party government.
