In the passage given below, there are 10 blanks, each followed by a word given in bold. Each blank has four alternative words given in options (1), (2), (3) and (4). The given sentence is in the form of a question and it is something that has not happened yet (past) and is not happening now (present). 

The question talks about a consequence (how will the children succeed) and so, it will be in the future tense.

Hence, the blank will be filled with the third option and the correct sentence will be:

How can parents not use all of their resources to ensure that their children will succeed?
