Correct option - 2

Here, the concept of modals (would, should etc.) is being discussed. When a modal verb is used as an auxiliary verb, then it is followed by the main verb in its true form that is V1. Hence, replace brought with bring. Hence, option 2 is the correct answer.

Correct sentence - The misdeed of a man would bring the country to a wrong end.
