The error in the phrase is the verb 'have' as the subject is singular in the sentence. It is 'past experience.' Thus to make the subject agree with the verb the correct verb here is 'has.' 

Option A is therefore incorrect.

Option B is correct.

Option C has the word 'that' which is incorrect as it is already mentioned in the sentence.

The correct sentence is: 

Past experience with records has clearly indicated that students should be given more practical training than theoretical education.$
