Correct option - 4

Here, concept of be form verb is being focused. 'Be' form are is, am and are. A verb shows action or a state of being. With reference to the context, an identity is being shown that his feathers are heavier than other people i.e. his burden is more than other people. Here, heavy is used as a noun not verb. So, add be before 'heavy'. Thus, option 4 is the correct answer.

Correct sentence - Ramesh thinks every other person's burden to be light and his own feathers to be heavy as lead.
