  • Interest payments
  • Subsidies
  • Expenditure on defence, Police (Law & order)
  • Grants to States & UTs
  • Pension & salaries
  • Grants to foreign governments
  • Economic services
  • Social services
  • Postal deficit
  • Expenditure on UTs without the legislature
