The sentence talks in a positive tone about the organisation thus option 1 and 4 are eliminated as they mention negative points. Option 2 seems irrelevant as shifting to remote areas has nothing to do with this. Option 3 fits here correctly as it conveys the meaning that the organization's officers and agencies have been awarded too. It correctly completes the sentence.
