The act of changing a law in order to improve it is called 'amend'. Therefore we hear this a lot in context to our constitution. 

Recommend => put forward (someone or something) with approval as being suitable for a particular purpose or role.$

Emend => make corrections and revisions to (a text)$

Mend => repair something that is broken or damaged$
